The long-awaited Terrorism (Protection of Premises) Act 2025, widely known as Martyn’s Law, has been enacted this year. Named in memory of Martyn Hett, who tragically lost his life in the Manchester Arena attack in 2017, the legislation brings new and robust responsibilities to organisations that own, operate, or manage publicly accessible premises and events.
At its heart, Martyn’s Law requires organisations to take proportionate steps to reduce the risk from terrorist attacks and to protect the public. For many businesses and venues, this means new training obligations to ensure staff are prepared, vigilant, and capable of responding effectively to threats.
Under Martyn’s Law, premises will be categorised as either Standard Duty or Enhanced Duty, depending on size, risk, and the nature of activity. The Act sets out clear expectations for both:
Standard Duty Premises (capacity of 200–799 people):
Enhanced Duty Premises and Events (capacity of 800+ people, or those hosting high-profile events):
